CHANDIGARH: An 11 member committee headed by MP Kirron Kher would hold its first meeting to review and streamline the process of sanction of mutation, grant of occupancy certificate, noobjection certificate and other citizen-centric requirements, including calculation of unearned profit under the 1973 Rules or under the 2007 Rules on Thursday.

The panel had been formed on the directions of the Supreme Court. The panel members include the mayor; deputy commissioner; chief executive officer (CEO) of Chandigarh Housing Board; UT chief architect; UT senior standing counsel; assistant estate officer (AEO); CHB secretary; municipal corporation estate officer; UT finance and planning officer and BJP president and MC councillor Arun Sood. The assistant estate officer is the convenor of the committee.

Kher will attend the meeting through video-conferencing from Mumbai, whereas other members will be physically present in Chandigarh.

Noting that Chandigarh residents are “widely harassed” while seeking a noobjection certificate for the sale of leasehold property, the Supreme Court in its September 7 order, had ordered the administration to set up a committee to streamline the process for the sanction of mutation, grant of occupancy certificate, no-objection certificate and other citizencentric requirements.

The panel shall review and streamline the process of sanction of mutation, grant of occupancy certificate, noobjection certificate and other citizen-centric requirements, including calculation of unearned profit under the 1973 Rules or under the 2007 Rules, it said in its September 7 verdict.
