District town planner (enforcement) RS Batth said the owners of these properties had violated the terms and conditions mentioned in the sanctions granted to them. “They have either done additional construction or made alterations to the structures after securing occupation certificates. These are violations,” he added.
He said that if property owners failed to restore the buildings as mentioned in the order in a week, the DTCP could start sealing them. “They must take corrective measures within seven days, failing which, the enforcement team may start sealing the houses from September,” Batth added.
Asked about the violations, assistant town planner Ashish Sharma said that in most cases, the property owners had constructed more floors than the number mentioned in the layouts. “The department may also register FIRs against the violators if required,” he added.
DTCP had recently announced that buildings in licenced colonies that had been issued OCs would be inspected to ascertain if the property owners had adhered to the original building plan or carried out unauthorised constructions. In case of violations, the building’s OC could be withdrawn, officials had said.
The department has also constituted five enforcement teams for specific areas under junior engineers. The decision was taken following multiple complaints of unauthorised constructions and alterations in properties that had secured OCs.
Over the past few months, there have been several complaints of unauthorised constructions in DLF 1 and 2 areas. “We have conducted a survey in these licenced colonies and will soon serve notices on the owners of these buildings,” Batth said.
Explaining the restoration notice, the official said the building owners had been directed to remove all unauthorised constructions that were not in the approved plan. “These buildings will face demolition if the owners fail to restore them,” he said. According to him, complaints of illegal colonies have come mostly from Sultanpur, Garhi Harsaru, Sadrna, Bhondsi, Chandu, Dhan was and other nearby villages.
